Man at 13 and Coolidge Walgreens

Anyone know the story of the wheelchair bound man at 13 and Coolidge Walgreens ?   Is he just hanging out or a panhandler?   I feel bad for him - he is out there rain or shine.

There was an informative thread on this elsewhere.

What i recall ( from memory only )
He is blind, and as one can see not mobile.
He is dropped off and picked by a volunteer each day he is out and about.

I do not know much more than that. maybe he finds the traffic noise a non-issue , or likes it.
The weather never SEEMS to bother him.
Others may know more.

My recollection is the same as Residents, although he has, in the past, handed out flags - or maybe does so for a donation.   I don’t believe he is begging for money.   

He’s a pleasant man, I’ve spoken to him before.    And he’s been at the corner for years, can’t remember when he wasn’t there - come rain, snow, sun or wind. 

I can’t find it but I remember a story about him in the Mirror or Tribune a while back, maybe a year or two ago.
